I will have to look up the complete Civil War arc (I have it in French at the library) but Captain America's side of the arc combined with Winter Soldier's Winter Kills makes for a solid opus. It offers action, spy games, regrets, redemption. I am still learning my way through the whole Marvel universe. Baby steps but I think Brubaker's era is a good introduction for me so far. I am intrigued that there's a girl!Hawkeye in this verse. The Death of Captain America is the next parts on my to-read list.
